It means he used a vpn and was able to connect using that. The URL timeout may have been due to selective blocking of ip addresses at the time.

Why would Ip addresses be "selectively blocked" ? BTW my box started after a few hours to load. The channels are still patchy. Sometimes it loads up and sometimes i still get the url error. Weird.
