Most Samsung "Smart TVs" run on Smart Hub which is a linux based hub and NOT Android, you can't run Android apps on smarts TVs unless it's an Android TV.
There is however an app that allows IPTV on Samsung TVs called "Smart IPTV" no live links
It uses m3u playlists, I have been using it for more than a year now, and its pretty good.

we dont give info out about m3u just to many problems with that for your safety we stop that just to many virus but you can always google for them but beware

Just to let you know that this smart iptv is free for only one week after that you have to pay for it $6.38 which by me it worth it since there is no alternative for it on the smart tv, as far as the m3u list then that is something you need to get on your own since here this would not be allowed on this forum.
