I got the Pvr Stalker Client 0.8.3 to work properly using the following steps mentioned by another user in the following post:

Just remember after saving all of the information: Make sure you Enable/Disable TV more than 2 times, first time it will say "unable to load channels" but second and third time it will finally load all channels.

Update to Kodi 15.x and use the PVR Stalker Client. There is no need for you to use the IPTV Simple client in conjunction with Stalker Client. If you insist on using this, then use the 1.0.18 Stalker client.

if you are stuck on Kodi 14 and pvr simple iptv client, then just fix you IPTV Stalker (Video Addon), in stall the new 9.0.21 version and input same numbers as your Stalker Client (Same serial number, same device ids, same signature), once IPTV Stalker works your Simple IPTV client will also load channels from it, like before. good luck
