The IPTV Stalker addon has a m3u webserver, that can be accessed from the machine running it on your local area network. You just need to configure the IPTV player on the Samsung to access the server, and configure the host machine to allow access to that served m3u. I won't go through a step by step, as we don't support use of m3u's on this site... it's up to you to figure out those details. The m3u generated is not standalone, you do need to have the host machine running IPTV Stalker.
