The gateways that are available (like payease) are for the most part a forgien company (not US based) and do use sometimes ambiguous web addreess. I think that is how they work, they pounce around like a VPN service.
ANyway that is why sometimes you will see these addresses, how be it false. And is also why they come up as an alert and the bank declines the transaction.
I do not know or can comment on any extra costs thou.
