"IPTV" is an acronym for "Internet Protocol Television". It's also the service that is offered by NFPS and Rocket. IPTV Stalker is a video add-on to Kodi, which access the IPTV service via its Stalker middleware. There is no difference, because one is a service, and one accesses it.
