So, I finally got this figured out. The one thing I hadn't thought off....my previous ISP only provided a modem which I hooked into my router. The new ISP has an all in one unit that is the modem, wif gateway, and 4 port router. As soon as I hooked my router up to the new ISP and connected my android tv device to my router instead of through their device, Perfect Player started working again.
