The 4500 should have no issues. If you are getting issues then it's not the 4500 causing them.

Try a VPN.
Proton is free for one device.
It should be on Play Store.
Just to make sure ISP isn't throttling the connection.

There are a many IPTV apps out there, not many can match what comes with a buzz receiver though. Most of these iptv apps are designed an Android phone in mind. Not alot of bells and whistles type thing.
We have a sub forum dedicated to them though. Check it for maybe some ideas.
