Are most of the channels supposed to be very low resolution?

I just ordered this service and was going through the channels and the vast majority are 640x360. That is very low resolution. All the sports channels I checked were that resolution. I think I found one channel at 576p and one at 720p, but all the rest were 640x360. Is that the default for the channels or does it do that based on available bandwidth? My bandwidth is more than enough for 1080p streaming (25Mbit) so I don't think it's on my end. I'm using the kodi addon to stream from mw1.iptv66.tv, just in case that makes a difference.
