adding m3u playlists on kodi

hello,

I have Kodi installed on windows pc, when i go through steps to add M3U playlist addon, at change your settings i get in menu TV not live TV.
At next step i General i enable but i get no pop up directing me to a PVR Client.

What am i doing wrong.
