i made a payment in the transaction payment result it says this (3100o not honor:交易受限) what douse this mean?

The DO NOT HONOR or Invalid Service Code messages indicate that the customer's card issuing bank will not validate the transaction and provide an authorization code.
To resolve the issue, you must contact the customer's credit card issuing bank and obtain a verbal authorization code for the transaction.
