its in the pdf, but let me explain what it means not to have a IX if user-a in belize wants to contact user-b in belize user-a will not be routed locally, but all the way to US or EU and back again or worse taking a trip from EU to US also before getting back to user-b. which means users in belize also are taking up bandwidth from US/EU providers which we know some of is cheap especially to parts of the world where they have no control over copyrighted intellectual material. and I dont think its needed to say that they hate everything they cant control, neither for me to express my political views.
