What is the version of the firmware that does not allow you to downgrade to older firmware?

Ok so I think I may have explained the issue wrong. So here goes again.
Mag 254 works fine on the local provider. But when plugged into the starlink router and adapter Mag 254 gives the error message of stb blocked-contact your provider. Subscription is good until late 2023.
