I have been using the PVR stalker program now for quite some time for my rocket subscription with no issues. All of a sudden, the pvr manager showing starting and never actually will start. I when I use the playlist mode it works fine (no guide though). Any thoughts on how I can get this working again?

Disable PVR Stalker, Change your Account type to Playlist access from MAC# access(delete your Mac# that is linked to your Account, on your account information page), and install IPTVXtra2 video addon for Kodi 18.
