Rocket - Purchase IPTV with no IKS

Hello. I have a rocket subscription for the iks + iptv that sells for $85. A buddy does not have an FTA receiver but would like to get setup on IPTV. Can he purchase rocket iptv without buying iks?

He can purchase IPTV but it won't matter whether he buys IKS or not simply because IKS comes free with every IPTV donation. Won't matter if its on the way out, or not, especially since he doesn't want IKS whether he pays for it or whether its free or if its on its way out.
