can't find username and password

I set up my new box, I am not getting a screen at any time to enter my username and password, I have restarted portal a few times and from what I understand, the sceen is supposed to open for "validation", I am getting nothing,and cannot find it in any of the settings options, Thanks

you first need to get into the Server menu and enter a server URL into one of the two portal slots.
You should also attach the mag receiver's MAC addy to the code at the server website, before entering the ID & password credentials into the receiver.

I registered my MAC address, checked it, all good,contacted the server provider, they gave me a second portal url to try, same thing, I do a restart on the portal, and it goes to the guide page after reboot, never get to see a page asking me for a username and password, I get some channels, some XXX some movie, a couple of regulars, but that's it? What am I doing wrong?
