For an STB Blocked message, there are a couple things you can try in order to get yourself reset.
Can try disabling any VPN service you might be using. Have seen this reported to help, when a VPN was involved.
Can try setting the MAC to an empty MAC, and then reseting the correct MAC again.

I have received a few messages reporting that the MAC change did work.
Power off the Device and go to the server website and change that last few digts of the MAC address to some random digits and save as that, (digits can be, 0 thru 9 and/or A thru F)
Then perform an IPTV Reset there at the website and exit the site.
Unplug your router for 30 seconds then plug it back in.
Then wait about 10 minutes.
Then go and replace your original MAC address and another reset
Do not power up or connect the Device just yet.
Wait about 10 minutes again.
Then power up and check for results.
Ensure your device has recognized the internet connection.
