is there a list of ISP'S that will not work or pass the Streaming data for IPTV ?

In my area it is opposite of this. Most major ISP's here are either blocking server IP's altogether or slowing the IPTV traffic to the point that it will not work well. You must use a VPN for the service to work effectively in my area. This adds additional complexity, more points for failure and decreases the overall service availability. It does however work when everything comes together.
