Can't in IPTV Plus addon

Its stuck at 0%

Disable the add-on, then System > Settings > TV > General > Enable (Click to disable TV), ...TV > General > Clear data, ...TV > General > Enable (Click to enable TV)

This usually will clear and reload channels.

If you're trying to install from the repo, there have been problems with that route. If you can install from a zip file, download the zip from the bottom of the installation instruction's page.
