version 8.06 and 8.05 keeps saying Contact your provider...

version 8.06 and 8.05 keeps saying Contact your provider...

Does anyone fix this problem?
After I reset mac address it works but all of a sudden when I restart emulator it gets blocked with the message.
I tried both versions.

Any help?

I am using port 11 so it is on 78.
even when I am using a new donation and port 22 with 78 it is working on version 8.05 and 8.06.
Only when I unplug power cord android box show "Please contact provider".
