There is no portal update on https://papiao.is/main/search_rocket. The kodi addon client iptv talker papiao works, but neither of the pvr clients works. I see that there was a portal change for those on nfps, but the papio site for rocket still has the 11.iptvrocket.tv...

In stalker pvr client try http://portal11.iptvrocket.tv/stalker_portal/c/ as new url and see if that works. Cheers!
