That's the case. Since the author has orphaned the add-on, someone has to do the modifications to send the userids/password to the server. It doesn't mean it is completely dead, as there are people that will take a shot at it once the servers can be tested against. I know that I have no real interest in doing it.
I can only think of two reasons to keep it alive, to allow those who don't want to update their gear to use the newer Kodi versions and use pvr.stalker, or for those who prefer using an epg guide like iVue, prostreams or renegades. The second reason is actually an incentive for a developer to do this if they have a private paid epg like prostreams, and would have upset customers who can't use it.

true prostreams was sold mostly for the private epg they have... without that it takes away their extra wow factor

epg should be free unless your out of country they make you pay for abc and so on my friend in england hates that
In the case of prostreams, they are resellers of the service, so to differentiate they branched from iVue (which was branched from TV Guide and probably On Tap), so technically their guide is 'private' vs. paid. The reason for going private is basically due to server load. iVue is also getting slammed. I think those issues will end when IPTV Stalker stops working, and the blatant leeching goes away.
