I was wondering if there is a way to configure a Windows 7 HTPC that has a Ceton Tuner and Windows Media Center connected to the internet to work with IPTV and a Private server.

I'd like to avoid adding another BOX if possible.

Why not just add Kodi and try out the stalker client addon?
